In response to the question of member of the Azerbaijani delegation Ganira Pashayeva on violation of the rights of refuges and IDPs by Armenia during the occupation of Azerbaijan’s territories, Muižnieks said:
"I think that the situation of the people, who became internally displaced as a result of the conflicts called frozen, is more deplorable and their rights are protected less. We should not forget these people, should work jointly to solve their problems. I will visit Azerbaijan late in May, following this, I will visit Armenia during the country's chairmanship of the Council of Europe Committee of Ministers. I hope we will hold discussions about it with the government agencies and non-governmental organizations in both countries.
