President of Jamestown Foundation: â€œRussia is the country that arms Armenia but the same time it is the key negotiator with Azerbaijanâ€

Howard said Nagorno Karabakh conflict created a problem for both Azerbaijan and entire region. â€œRussia has been given the primary position in this issue. It is the country that arms Armenia but the same time it is the key negotiator with Azerbaijan. It does not make sense. Our role is to keep in mind that you really need to have a balance to the negotiating process. Russia is providing weapon to Armenia and also to Azerbaijan. It is negotiator and the same time the key arms provider. That is not creating a very stable situationâ€, said Howard.
