CRLA co-rapporteurs to visit Azerbaijan April 2

The co-rapporteurs will evaluate the state of local and regional authorities in Azerbaijan and prepare report in October, 2012.

Mosler- TÃ¶rnstrÃ¶m said the visit to Azerbaijan would be organized in accordance to the Charter of local authorities which reflects all CRLA principles. â€œIt will enable us to assess the state of all local and regional authorities in Azerbaijan. We have not yet schedule the visit program completely, but we are looking forward to hold very interesting and important meetings during the visit. We will meet government officials, leaders of political parties and NGOs and visit not only Baku, but other cities and regions of Azerbaijan. We consider general assessment on country and preparing objective reportâ€.

The co-rapporteurs said they would conduct monitoring of some issues mentioned in their last report on Azerbaijan in 2003.

Mosler- TÃ¶rnstrÃ¶m said the issues of mayor elections and financing local administrative institutions would also be on agenda during the visit. â€œWe will observe these two issues too in accordance with the Charter. I could say that the mayors should be elected independently and municipalities should have self-sustained mechanism. We will closely follow these issues and make statement on the results of our observationsâ€.

The CRLA co-rapporteurs made their last report in 2003. The Congress observed the Azerbaijanâ€™s municipal elections on December 23, 2009 and made report on this in February, 2010.
