Data of private sector to be used in development of budget project in Azerbaijan

According to Cabinet, Ministry of Finance must submit the project of government and consolidated budgets on budgetary year and indicators of consolidated budget for next three years to Cabinet of Ministers until September 15, 2012. Economic Development Ministry will submit the socio-economic development conception, forecast performances and total financial balance for next budgetary year and next three years, as well other documents provided in the law on Budget System to Cabinet of Ministers until September 10, 2012.

Besides, to provide the preparation of state and consolidated budgets projects for 2013 and next three years during defined period, Ministry of Finance must submit the bids on composition of commissions on incomes and expenditures to be given rise in accordance with the relevant order of Cabinet of Ministers.

State Statistical Committee was ordered to submit the statistical data for 2011 to Economic Development and Finance Ministry up to February 5, 2012. Besides, the Committee must provide the regularly submission of important statistical data for preparation of the socio-economic development conception, forecast performances and total financial balance for next budgetary year and next three years.

According to order, other agencies providing the incomes of Ministry of Taxes, State Customs Committee and state budget must submit the bids to Cabinet of Ministers until March 1, 2012 (to make amendments in important legislative acts related with incomes for compiling and fulfilment of state budget) and to Ministry of Finance until July 1, 2012 (to develop the state budget project for next budgetary year and next three years).

Ministry of Finance must submit the preliminary midterm performances of forecasts of state and consolidated budgets (income, expenditure and deficit) for 2013 and next three years to Ministry7 of economic Development until April 10, 2012, specified version â€“ until September 5, 2012, preliminary volume of state investment expenditure in state budget â€“ until March 31, 2012, specified version â€“ until July 20, 2012.

Ministry of Economic Development was ordered to submit the preliminary variant of socio-economic development conception and forecast for 2013 and next three years to Ministry of Finance until March 1, 2012, specified variant and state investment program project â€“ until August 1, 2012. Besides, MED must submit the preliminary variant of GDP, average annual index of consumption prices, average monthly salary, populationâ€™s income and expenditure, employment and demographic performances to State Social Protection Fund until March 1, 2012, specified variant â€“ until August 1, 2012.

According to order, regional and local departments of Ministry of Taxes must submit the forecast projects on state budget incomes for 2013 and next three years to local departments of Ministry of Finance until June 1, 2012.

Ministries, Committees and other budgetary organizations were ordered to submit the budget projects for 2013 and next three years and bids on improvement of budgetary process to the Ministry of Finance until July 1, 2012.

In accordance with order, SSPF and State Oil Fund must submit the preliminary variant of budget projects for 2013 and next three years to Ministries of Economic Development and Finance until March 15, 2012, specified variant â€“ until July 1, 2012.

Ministry of Transport was ordered to submit the preliminary variant of budget projects of Motor Roads Budget Fund, Welfare Fund of debts received under the state guarantee for budgetary year and next three years, by agreeing with Ministry of Finance, to MED until March 15, 2012, specified variant â€“ until July 1, 2012.

Municipalities receiving financial assistance from state budget were recommended to submit the documents provided in law on Budget system to Ministry of Finance until May 1, 2012.
