European Court of Human Rights: 4 countries were the source of almost 56% of the pending applications

Over the same period, 35.460 applications were decided - 2,395 by judgment and 33,065 by an inadmissibility or strike-out decision; that represented an increase of 27% and 10% respectively in relation to 2008.

Last year some member-states voted in favor of the ratification of Protocol 14 to the Convention on Human Rights as well as Madrid agreement. In turn, it allowed the Court to streamline its procedures in passing the judgment on 2230 cases just by one judge.

Each year more and more applications come from different countries. This problem still remains unsolved. So, over 57,000 new applications were allocated to a judicial formation in 2009 which was a 15% increase compared to the previous year. Besides it, at the end of 2009 a total of 119,300 applications were pending, which exceeded up to 23% then 2008.
In general, as in 2008, 4 States (Russia, Turkey, Ukraine and Romania) were the source of almost 56% of the pending applications: in particular 28.1% of the cases were directed against Russia, 11% Turkey, 8.4% Ukraine and 8.2% Romania. The rest of 44% share other 43 member-states that ratified the Convention on Human Rights.
ECHR budget, in comparison with 2008, remained almost unchanged – increased up to 56.62 million euros.
It should be noted, according to the article 50 of the European Convention on Human Rights the expenditure on the European Court of Human Rights is to be borne by the Council of Europe. It means that under present arrangements the Court does not have a separate budget, but its budget is part of the general budget of the Council of Europe.
