Azerbaijan Railways CJSC (ADY), an AZCON Holding company, is pressing ahead with large-scale reconstruction projects on the railway infrastructure to ensure traffic safety, as well as reliable passenger and cargo transportation, ADY told APA-Economics.
In this light, strategic projects implemented in the liberated territories play a significant role in reshaping the region’s transport infrastructure. On May 10, 2025, President Ilham Aliyev inaugurated the Aghdam Railway and Bus Terminal Complex, enabling resumption of regular passenger services to Karabakh after a 30-year hiatus. The Baku–Aghdam–Baku route has shortly climbed on passenger demand charts after going online.
The growing demand and rapid development put modernization of the existing railway network at the core of ADY’s agenda. In this regard, major rehabilitation and reconstruction are set to commence on the central Yevlakh–Barda railway line, where major rehabilitation has not been done since 1967, hence, the existing infrastructure fails short of modern standards. The aging infrastructure, which has been in operation for nearly 60 years, currently limits train speeds to 10–60 km/h. Upon completion of the planned rehabilitation and reconstruction works, train speeds on the line will increase, significantly reducing travel time for passengers.
With the start of Yevlakh–Barda railway line's upgrade, train services on the Baku–Aghdam–Baku route will be temporarily suspended. The final trips on this route will operate on May 9 and 10. The project will enhance the railway infrastructure in line with global expertise to ensure safer and more reliable passenger and cargo transportation, as well as more sustainable, faster, and uninterrupted rail connectivity. At the same time, safety measures along railway lines passing through residential areas will be further strengthened.
The reconstruction of the Yevlakh–Barda railway line will contribute to the development of a modern railway infrastructure extending from Yevlakh to Khankendi, a major city in the Karabakh region. At the same time, the project will facilitate the creation of an integrated and modern railway network across the country, supporting more efficient and coordinated regional transport connectivity. As a result, the efficiency and reliability of both passenger and cargo transportation will be significantly enhanced.
In parallel, ADY is extensively pushing ahead with the construction of the Aghdam–Khankendi railway line, as well as the Khankendi Railway and Bus Terminal Complex, foundation of which was laid last July by the President Ilham Aliyev. The Aghdam–Khankendi railway line will be the next phase of restoring long-missing passenger train services from Baku to Khankendi.
The measures being implemented reflect ADY's long-term vision for developing a more reliable, safe, and sustainable railway network.
