According to the APA, CE has held a heated debate around the report on monitoring Russia’s implementation of commitments to the Council of Europe, which on behalf of the co-rapporteurs of the Monitoring Committee prepared Andreas Gross and George Frunda.

In a resolution adopted today by PACE calls on the Russian government, especially President Putin to democratize the country’s existing system.

The Assembly notes that Russia in terms of short-term democratic development is in a favorable situation and the need for specific reforms to exploit the potential of the dynamics change.

As an example, the recent PACE leads protests of hundreds of thousands of people after the elections, the awakening of civil society that the government changes and hearing cries for reform.

The Assembly considers that the laws adopted in Russia in December 2011, including the law on political parties, changes to the Electoral Code, the restoration of gubernatorial elections, as a whole must be regarded as positive initiatives that demonstrate the political will to liberalize the system.

However, some laws and decisions made in Russia this year, created concern among European parliamentarians. Were especially marked punishment for defamation, Internet law, changes in the laws on freedom of assembly, and NGOs.

The resolution notes that these negative questions indicate the level of inconsistency of the political situation in Russia.

PACE called on the Russian government pressure and persecution for criticizing her opposition and NGOs.

PACE to improve the performance of a pluralistic democracy in Russia, strengthening the rule of law and human rights, as well as other obligations to implement the plan called for special events and collaboration.

PACE decided to continue monitoring in Russia. The report was adopted by majority vote.

Note that this document is the third resolution on Russia, adopted after the entry of this country to the Council of Europe in 1996. The last resolution on Russia adopted seven years ago.
