His coalition has won 91 seats at the parliament, two seats more than that of incumbent PM Nouri Al-Maliki’s bloc, APA reports quoting AFP.
Iraqi National Alliance has achieved 70 seats at the parliament. Two Kurdish blocs won 43 seats at the 325-seat parliament.
Mr Allawi said his bloc would "work with all Iraqi parties, whether they won or not, to form the next government". He needs to establish a new coalition of at least 136 parliament members. If Alawi fails to establish the new government, the Iraqi president elected by the parliament will charge the leader of other bloc with the forming of the new government.
Voter turnout in the parliamentary elections in Iraq was 62%.
