The [hate groups] intensified in Europe after the influx of migrants and refugees, the journalist said.

According to her, there is no precise definition of hate speeches.  “The definition of hate speech can be interpreted by various state and non-state actors in different ways. We are seeing how dangerous speeches gradually become more dangerous. Today, they are spread by radio and television,” she added.

Addressing the panel session, Menno Ettema, No Hate Speech Movement Coordinator at the Council of Europe (#SpreadNoHate), said internet is the main place where we should fight against hate speeches. Ettema stressed that Internet governance and public awareness can be important steps in this regard.

Azer Khalilov, Director General of Caspian International Broadcasting Company, mentioned that 20 percent of Azerbaijan’s territory was occupied, as a result of which about a million people became refugees.

“These hate speeches are directed against the Azerbaijani people. Despite the fact that they have no precise definition, they have certain manifestations that can determine whether there is any hate speech,” he stressed.
