Azerbaijan to introduce new eligibility requirements for childcare allowance

Azerbaijan to introduce new eligibility requirements for childcare allowance
# 05 November 2026 12:46 (UTC +04:00)

The right to receive childcare allowance will be determined under new rules, APA reports.

This is reflected in a proposed amendment to the Law "On Social Insurance."

According to the draft amendment, a minimum of six months of social insurance coverage will be required to qualify for childcare allowance.

Currently, there is no minimum social insurance coverage requirement for granting childcare allowance. Therefore, amid the digitalization of the formalization of employment relations and the simplification of procedures, it is possible for insured individuals to be employed for a short period and subsequently take childcare leave without actually being integrated into the labor market. This increases the risk of abuse of the system through the establishment of formal employment relationships solely for the purpose of obtaining benefits financed by state funds, including through such arrangements between close relatives and other individuals.

To prevent these risks, ensure a unified approach within the social insurance system, and align the mechanism for granting childcare allowance with other similar social insurance payments, it is proposed to introduce a requirement of six months of social insurance coverage to qualify for this allowance.

At the same time, the childcare allowance currently amounts to 44 manats for the period until a child reaches the age of one and a half years and 28 manats for the period from one and a half to three years of age. These amounts were last increased in 2018. The fact that these amounts remain low compared to existing macroeconomic indicators, including the minimum wage and average monthly salary, makes it necessary to take additional measures in this area.

However, the absence of a minimum social insurance coverage requirement for receiving childcare allowance may lead to abuse of the social insurance system through short-term insurance arrangements. The existence of these risks limits the implementation of broader measures to increase the allowance amount.

In this regard, it is proposed to introduce a six-month social insurance coverage requirement to improve the legal regulation of childcare allowance, establish a unified approach within the social insurance system, prevent possible cases of abuse, and ensure that the allowance amount can be raised to an adequate level in the future.
