He said that the state program, which expired last year, is considered to have been successful in achieving some of the goals set.

The minister noted that during the implementation of the first program, students were mostly sent abroad for bachelor education, adding that it served the country’s higher educations sector, elevating the universities’ rating, increasing their competitiveness, and boosting quality of education.

The program’s focus will be changed in two directions; students of master and doctor’s degrees will be given more preference than bachelors, and candidates who have already made some achievements will be preferred, according to Jabbarov.

“Bachelor’s degree holders can be sent abroad in rare cases (if the specialty they have chosen isn’t taught in Azerbaijan). Moreover, foreign professors and teachers will be invited to Azerbaijan’s leading universities,” he said.

The minister said the internationalization of higher education is a normal process, stressing that the matter is not about the elimination of the program, but more detailed, planned and deliberate use of resources. “Of course, the changes proposed to the program are of a strategic character.”
