Hasanli said the Caucasian Muslims Office for many times made fatwa on funeral ceremonies and grave memorials. “We are not an administrative organization. Islam is a religion of invitation. We invite the people not to squander. The construction of large memorials on the graves is an occupation of lands. It is contradictory to Islam”.

Haji Sabir said it was not correct to sell burial sites. “It is not within our authority. The Office addressed the Baku City Executive Power for allocation of burial sites for poor people, but there is no reply so far”.
