The share of the non-oil and gas sector in Azerbaijan's state budget revenues will reach its highest level in the past 20 years next year, APA reports.

This is reflected in the draft law "On the State Budget of the Republic of Azerbaijan for 2027," submitted for discussion at the Economic Policy, Industry and Entrepreneurship Committee of the Milli Majlis.

Of the projected state budget revenues for 2027 (AZN 39 billion 254 million), 39.4%, or AZN 15 billion 480 million, will come from the oil and gas sector, while 60.6%, or AZN 23 billion 774 million, will come from the non-oil and gas sector.

According to the document, over the past five years, the share of non-oil and gas revenues in the actual execution of state budget revenues has increased from 43.3% to 51.9%.

The 2027 state budget revenue forecasts envisage this figure reaching 60.6%, its highest level in the past 20 years.

Based on proposed legislative amendments related to clarifying the funding sources of the Ministry of Economy's extra-budgetary funds, AZN 297 million has been deducted from total revenues, including non-oil and gas revenues, to prevent the same revenue from being recognized twice.

Compared to the projected indicators of the 2026 state budget, revenues from the oil and gas sector (including transfers from the State Oil Fund of the Republic of Azerbaijan) will be AZN 955 million, or 5.8%, lower, while revenues from the non-oil and gas sector will be AZN 1.6 billion, or 7.2%, higher.

Compared to the actual execution figures for 2025, revenues from the oil and gas sector are projected to be AZN 3 billion 348.4 million, or 17.8%, lower, while revenues from the non-oil and gas sector are expected to be AZN 3 billion 417.8 million, or 16.8%, higher.
