In 2027, state budget revenues through the State Customs Committee are projected at AZN 6 billion 868 million, which is AZN 6 million more than the 2026 forecast and AZN 498.1 million, or 7.8%, more than the actual figure for 2025, APA reports.
This is reflected in the draft law “On the State Budget of the Republic of Azerbaijan for 2027,” which was submitted for discussion at the Economic Policy, Industry and Entrepreneurship Committee of the Milli Majlis.
Value-added tax (VAT) revenues from imported goods are projected at AZN 4 billion 700 million, which is AZN 50 million, or 1.1%, less than the 2026 forecast and AZN 377.7 million, or 8.7%, more than the actual figure for 2025.
The increase compared to the actual figure for 2025 is related to the projected growth in import volumes based on the economic and social development concept and forecast indicators. Thus, the volume of imports for 2027 has been set at $19 billion, which is $0.9 billion, or 5.0%, more than the actual figure for 2025.
The decrease compared to the 2026 forecast is related to the impact of the decline in the share of turnover subject to VAT in total imports in 2025 on forecasts for subsequent years.
Excise tax revenues from imported goods are projected at AZN 240 million, which is AZN 6 million, or 2.6%, more than the current year's forecast and AZN 7.3 million, or 3.1%, more than the actual figure for 2025.
The projected increase in revenues is related to the inclusion of several goods in the list of excisable goods.
