Urbanization pressures are increasing in the surrounding areas of Baku, said Katja Schafer, regional advisor of the United Nations Human Settlements Programme (UN-Habitat), during her speech at the “3rd Azerbaijan National Urban Forum” held in Khankendi, APA-Economics reports.
She stated that balanced development between urban and rural areas is a key condition for social well-being.
The UN official emphasized that urban planning policies should be aimed not only at large cities but also at the development of rural and intermediate towns.
According to her, rural–urban linkages are based on the mutual movement of people, goods, services, and financial flows, and this process ensures the economic and social integration of regions.
“These mutual flows connect regions and require joint thinking in terms of resource management and infrastructure planning. The main goal is to create a balance between urban and rural areas and ensure equal opportunities for everyone,” Katja Schaefer stated.
She stated that urbanization pressures around Greater Baku are gradually increasing, and issues such as land, water, and waste management have already become key indicators of healthy living: “Highly urbanized areas are turning into pressure points. Around Greater Baku, issues related to land, water, and waste management directly affect people’s health. Therefore, urban planning should be considered together with rural areas.”
Katja Schaefer also noted that digitalization and new technologies can serve as a socio-economic bridge between urban and rural areas by increasing employment opportunities for youth.
“Infrastructure is not just about roads. The main issue is connecting people with each other and with available opportunities,” she emphasized.
