Special Representative: Karabakh cities being built from scratch with green and smart concept

All cities in Karabakh are being built from scratch, with a green and smart concept, Vahid Hajiyev, the President's Special Representative for Gubadli, Jabrayil, and Zangilan districts, said at the "III Azerbaijan National Urban Planning Forum" held in Khankendi, APA-Economics reports.

He said that the Azerbaijani government is implementing a completely new urbanization model in the liberated territories within the framework of the Great Return State Program. "Today, not only are destroyed cities being restored in Karabakh and East Zangezur, but also sustainable and smart living environments are being created from scratch."

According to V. Hajiyev, the master plans of all cities and villages have been prepared based on modern urban planning principles.

“In the new settlements, residents will be able to reach hospitals, schools, kindergartens, and service centers within 15 minutes. This is the “15-minute city model” that promotes a green and efficient lifestyle. The villages of Aghaly and Mamatbeyli are examples of this model. Since these villages are built close to each other, schools, kindergartens, and service centers are shared. This approach provides both budget savings and convenience for residents,” said V. Hajiyev.

He added that the concept of Transit-Oriented Development is being applied in the liberated areas: “New villages and settlements are being built along the main highways and transit lines. This facilitates access for residents to workplaces, logistics centers and industrial zones, and at the same time stimulates local entrepreneurship.”
