He said no protocol will be drawn up in the absence of other means except a first aid kit.
According to him, citizens need to realize the importance of carrying these means in their vehicles. “Drivers have to know how to use these means instead of paying penalties. All this is reflected in the Law “On road traffic” and the Code of Administrative Offences.”
With regard to fire extinguishers, Asadov said according to some people, there should be firefighting spray or powder fire extinguisher. However, specialists know the best.
Asadov said traffic police do not aim to fine.
“We just want the law obeyed. Traffic police are attentive of this issue in daily raids. If a driver keeps an empty box or has the medicines outdated, then he deceives none but himself. Furthermore, drivers need to know how to use them. There are enough drivers who are aware of how to use them. It should not be portrayed as an administrative offence. Everyone is supposed to know these rules and comply with them. It’s rumored that traffic police are going to begin to fine drivers. Every policeman anyway takes care of this issue in areas they serve. We do know that most cars lack these tools. We want to promote the preference of using these tools,” he noted.
Asadov added that a driver may be fined in case he does not have this first aid kit in his car.
“The fine amounts to AZN 5. We have conducted promotional raids last year and written about 30 protocols. Journalists sometimes write so as if someone is trying to sell a first aid kit or a fire extinguisher. This is not the right approach. We do not say that the driver should be a doctor. But these rules have to be abided by. First aid, if properly provided, helps the patient recover faster,” Asadov concluded.
