According to APA's Washington bureau, participating at the conference Khazar Ibrahim answered APA’s correspondent’s questions about the use of the Baku-Tbilisi-Kars railway.
Azerbaijan's permanent representative to NATO said that Azerbaijan is ready to cooperate with NATO on the withdrawal of NATO troops from Afghanistan.
According to him, the deputy ministers of Azerbaijan, Georgia and Turkey, at the highest levels of NATO presented a technical and procedural detail of the Baku-Tbilisi-Kars.
“We had trilateral presentation at the highest body of NATO, North Atlantic Council by the Azerbaijani, Georgian, and Turkish deputy ministers. They presented all technical, procedural details”, - Head of Azerbaijan’s permanent mission to NATO said.
He said that when the approval is ready, our legislation is prepared. NATO is signing transit agreements with some countries. In case of Azerbaijan, we already have the legislation. And we already have some reverse transfer taking place, although it’s not huge because the withdrawal is not yet in full swing.
“I also think we should look beyond the troops’ withdrawal. I was in Afghanistan last October. When you talk to Afghan officials, they say that they need development of their country, they need money and jobs”, - Khazar Ibrahim said.
In order to have that you need infrastructure, so Afghanis are really interested in having these projects take place. You can imagine that it will be a game-changer."
Director of the Office of Caucasus Affairs and Regional Conflicts in the Bureau of European and Eurasian Affairs at the U.S. Department of State Justin Friedman: "It will be a multi-modal route and it uses whatever infrastructure and lines of communication are available, be they rail, air, road, water. Once that route, the railroad, is completed, it’s imaginable that if the rates are competitive, we will use that route as well."
Supreme Allied Commander Transformation (SACT), French Air Force General Jean-Paul Palominos: “There is a lot of discussion about it. The NATO countries are discussing with all the partners to make sure that we can return the troops from Afghanistan through the best way, the less costly way, and the safest way.”
“Azerbaijan is taking a good share in Afghanistan; this is a good sign of a coalition building and partnership. The best way these nations can show their involvement and their intentions is to take part in these coalitions. It’s very progressive for the future.”
