Conference on Codes and Standards of Ethics for Parliamentarians held in Tbilisi - <font color=red>PHOTO</font>

APA’s Georgia bureau reports that the conference was attended by the parliamentarians from the UK, Azerbaijan, Ukraine, Georgia, Poland, OSCE officials and experts from various countries.

Making a keynote speech at the conference, the First Deputy-Chairman of the Parliament Mikhail Machavariani said reports will be made on transparency, code and principles of ethics, work rules in the parliaments, experience of parliamentarians, civil rights will be delivered at the conference. Expert of the Democracy and Human Rights Institute of Oxford University Elizabeth David-Barrett, parliamentarian from Poland Tomasz Lenz, member of the Azerbaijani parliament Gudrat Hasanguliyev, member of the Georgian parliament David Darchiashvili, deputy chairman of the Georgian parliament Levan Vepkhvadze and ODIHR officials addressed the conference. The conference was continued in four sessions. The sessions were followed by debates. The participants of the conference from various countries answered questions about preparation of the Code of Ethics, disputes in the parliaments, annual expenses and revenues of the parliamentarians, the development of democracy in Azerbaijan and other issues. Parliamentarians from the UK, Poland, Ukraine, Azerbaijan and Georgia took active part in the debates.

Member of Milli Mejlis, Azerbaijani parliament, Gudrat Hasanguliyev spoke about the working principles and parliamentary ethics of Milli Mejlis. He said parliaments of the democratic countries have developed ethic standards and unethical behavior by the parliament member could affect the society. “Azerbaijan adopted a law on “Ethical behavior of the public officers. Deputies must observe the ethic norms, respect the rights and duties of the citizens and meet their interests. Undoubtedly, the parliament members should depend on traditions and mentality of the people elected them”.

First vice speaker of the Georgian parliament Mikhail Machavariani told APA that such events were held in Georgia many times where experiences of the parliamentarians were shared. “This fruitful event will have an effect on the work of the parliaments. Ideas and proposals, as well as experiences of the British, Azerbaijani, Georgian, Ukrainian, Polish and other parliamentarians were heard with enthusiasm. I hope these experiences will be used in the Georgian parliament”.
