Azerbaijan lists state entities that incur highest foreign debt

On January 1, 2025, 41.7% of the foreign state debt portfolio ($2,137.6 million out of $5,129.7 million) was incurred by the Ministry of Finance on behalf of the government to cover the budget deficit, while 58.3% ($2,992.1 million) was attributed to obligations undertaken for programs and projects implemented by other executive entities, the Ministry of Finance told APA-Economics.

Notably, among the executive entities that incurred the highest foreign debt, the State Agency of Azerbaijan Automobile Roads ranked second, while the Azerbaijan State Water Resources Agency took third place.
