Ali Masimli noted that he prepared and submitted to the parliament the draft law on “Repayment of the Soviet-era bank savings” on May 15, 2008.
“Azerbaijani President signed an executive order on “Indexation of the Soviet-era savings” in 2005, the government set up a relevant commission. The commission was granted three months to prepare the draft law and determine the mechanisms of the repayment of the savings. But the executive order signed in 2005 has not been fulfilled yet, the persons, who must prepare the draft law and mechanism, lay the blame on the parliament,” he said.

Ali Masimli said the issue is raised during elections, when the draft state budget is discussed, the government makes report.
“I have prepared a draft law with the view of defending the rights of 2 million depositors, though it must have been done by the commission set up by the government. Though media repeatedly reported about the existence of the draft law, they ignore it. Are they unaware of the draft law related to 2 million Azerbaijani citizens? Of course, they are aware of it. They do not pay attention to it since they are not interested in it. The commission would better do its work in accordance with the President’s order and solve the problem,” he said.
