Asgarov spoke about reasons of application of majority electoral system in Azerbaijan: “Proportional and majority electoral systems had been applied in Azerbaijan by 2002. Majority electoral system is more acceptable for Azerbaijan election environment. Proportional electoral system is based on the party list. The citizen votes only for the party list. But in majority electoral system, the citizen votes for the candidate he/she wants. Representation of the regions is doubtful in proportional electoral system. But this problem does not occur in majority electoral system”.
Asgarov noted that fines are applied for persons who do not participate in the elections in some countries: “In Azerbaijan there is no need for it, the Azerbaijani people are politically active”.
