Baku. Shamil Alibeyli – APA. “Assessment of the elections by international organizations is important, but the main issue is the satisfaction of people with the elections,” said head of OSCE Office in Baku Koray Targay delivering a speech at the opening ceremony of specialized courses on election law for the chairpersons of Constituency Election Commissions (DEC), APA reports.
He said that orders issued by President Ilham Aliyev in 2006 and 2011 created necessary conditions for holding democratic and free elections in Azerbaijan: “International documents joined by Azerbaijan also covered democratic and free elections. The improvements were recorded in the previous elections. This is not an easy process and the governance can’t be exercised only with the laws. We should welcome the work done up to now, as there is significant progress. However, they are not enough. Elections need experience and Azerbaijan has gained experience for better elections in this regard.”
The Ambassador noted that the task of OSCE is to help and co-operate in the preparations for elections: “We will take joint steps. We should jointly implement programs with the Presidential Administration and CEC. We should try to involve all sections of society in the elections. We are going to hold events in different regions of Azerbaijan in this regard. The direct task of the constituency election commissions and precinct election commissions is to achieve satisfaction of voters. The best experiences of other countries should be used.”
