Milli Majlis discusses the draft law on “Special economic zones” and Housing Code

Baku. Elbrus Seyfullayev–APA. Milli Majlis, Azerbaijani Parliament approved the draft law on “Special economic zones” in the second reading on Tuesday. Chairman of the Parliament’s Standing Commission on Economic Policy Ziyad Samadzadeh reported about the document, APA reports. The 19-article draft law is regulating the legal and economic issues related to the establishment and management of the special economic zones in Azerbaijan and determination of ownership rules in those zones. Samadzadeh said more than 60 amendments and annexes had been made to the document after the first reading and added that the law would accelerate the economic development rate in Azerbaijan. He also noted that the law had a great importance in the period of global financial crisis. After the discussions, the document was recommended to the parliament for the second reading.
The Housing Code was also discussed in the second reading. Chairman of the Parliament’s Standing Commission for Legal Policy and State-Building Ali Huseynov reported about the document. He said proposals on this document were taken into the consideration after the first reading and nearly 100 amendments and annexes had been made to the document. Huseynov said the innovated housing legislation would prepare legal basis in the future.
Member of the Parliament Baba Tagiyev said the draft code was prepared at high level. He said the document would regulate legal relations in the housing sector. He said the point of forced sale should be changed in the document. “The houses on sale should be offered to the state at first”. The discussions will be developed at the next meeting of the Parliament.
