According to APA, Azerbaijani President Ilham Aliyev said it at a conference on results of the 4th year of the implementation of the “State Program for socio-economic development of the regions of the Republic of Azerbaijan in 2009-2013”.

The President noted that development of entrepreneurship is a state policy, "Executive power head is the person conducting the local government policy. He can not engage in any other work. Once again, I note that, let all the executive power heads know, who torment entrepreneurs will be punished. Persons nominated by it illegal demands, will be penalized. To entrepreneurs should only help to enable them to efficiently realize their activities", - Ilham Aliyev said

The Head of State underlined that entrepreneurs have social responsibility: "I have spoken about it at a meeting last year, I appreciate their attention and initiatives to social projects.
