Parliament Committee Chairman explains reasons not to create Baku Metropolitan Municipality

Baku. Ramiz Mikayiloglu – APA. “Baku Metropolitan Municipality can be established in the future. But now it is unreal. Because Baku is a half of Azerbaijan”, Chairman of the Azerbaijani Parliament’s Committee on Regional Issues Arif Rahimzadeh told APA.

Rahimzadeh said neither society is ready for municipal governing of Baku nor municipalities can carry this burden: “That’s why this issue still remains at the level of district, and municipalities have been created in the districts of Baku. On the other hand, centralization in Azerbaijan is quite high right now. This stands to a reason. First of all, we have refugees, IDPs, and are in a situation of war. Like it or not, there needs to be centralization. Today Republic organizations are doing what municipalities are supposed to do. After the situation returns to normal, the Nagorno-Karabakh issue gets resolved, and the counter-centralization process is done, it will be possible to establish municipalities, and other reforms will be carried out in this direction at the same time. On the other hand, the Council of Europe always puts forward proposals to establish Baku Metropolitan Municiplaity. There are provisions in the documents signed while joining the Congress of Local and Regional Authorities of the Council of Europe. Let’s say 15 provisions out of 20 should necessarily be resolved. Azerbaijan has already done its part with the provisions. And some other issues, one of which is Baku Metropolitan Municiplaity, need some time to get resolved.
