Bahram Khalilov: Some state authorities neglected assessing civil servantsâ€™ performance

“We want Azerbaijan to have the Civil Service Code too”

Baku. Farid Mirzayev – APA. “We have presented to the Cabinet of Minister the latest version of the Civil Service Code of the Republic of Azerbaijan. As far as I know, two or three countries have such a code. We want Azerbaijan to have the Civil Service Code too,” said Bahram Khalilov, the chairman of the Civil Service Commission under the President.

If approved, according to Khalilov, the code will bring about huge advancement in the area of civil service.

“Even in developed countries, the assessment of civil servants’ service performance is considered to be risky. Because of the importance of this issue, we held trainings and applied an experience which best suited Azerbaijan. The rules of assessing civil servants’ service performance were ratified in 2014. This issue is subjective to some extent. The assessment process is underway at all state authorities. I’m informed of which state authorities took serious this issue and which ones didn’t. At one executive power – I’m not going to mention the name – the lowest degree of service performance was 4.6 on a scale of 5. That’s improbable. It’s indicative of their negligence towards this matter. The assessment of civil service performance is not an easy thing to do. In the first place, it allows us to find out weak and strong sides of civil servants and it’s a means of career build-up. This issue is necessary regardless of who might not like it,” Khalilov noted.

Khalilov also added that there are some problems in the area of civil service.

“We must provide high-level service to citizens. Civil service has standards which everyone is supposed to abide by. Civil service must satisfy citizens. Regrettably, there are so many problems with it. Hope problems in this area diminish in future,” he completed.
