Azerbaijanâ€™s taxi drivers to undergo special training

The Cabinet of Ministers is due to prepare proposals on the adjustment of the laws of the Republic of Azerbaijan and presidential acts to the law on amendments to the Law “On road transport” in three months, maintain control on the adjustment of normative legal acts of central executive government agencies to that law, and inform the president of the execution of this task in five months.

Passenger and cargo transportation by car will be carried out in consideration of the new rules to be defined for licensing under the presidential decree dated 19 Oct. 2015 on reduction in numbers of types of entrepreneurship requiring special permit, simplification of procedures of granting a special permit, and insurance of transparency.

Following amendments were made to the law “On road transport”:

“Meeting the requirements specified by the state standard of the Republic of Azerbaijan" was annexed to article #14.1.2, “those vehicles” was replaced with “about the model year of motor vehicles meeting the requirements specified by the state standard of the Republic of Azerbaijan” in the article #14.2.5.

Article # 14.2.8-1 was also annexed. It envisages “inspection certificate confirming metrological control of taximeters of taxis that are issued by institutions accredited by the relevant executive authorities.”

The following third sentence were annexed to the Article #15.5: “The compliance of taxi cars with vehicle maintenance, operation, safety and environmental requirements in granting a special permission (license) for transporting passengers in taxis and transporting passengers in those cars is determined by technical inspection certificate of vehicles in the manner prescribed by the Law on “Road Traffic of the Republic of Azerbaijan.”

The following second and fourth sentences were annexed to the Article #27.3: Taxi drivers shall be trained on ethical conduct and normative legal acts regulating passenger transportation by the vehicles. The procedure, program and period of special training for taxi drivers are determined by relevant executive authority. The special training is organized and held by relevant executive authority.”
