Who should prepare law on education? â€“<font color=red>Survey </font>

He noted that draft bill should be prepared by persons, who have experience in the filed of education.
â€œThere can be comparative factors in the draft bill. Education Commission under the President can consider it. But there is no need to reprepare the draft bill,â€ he said. Maleyka Abbaszadeh, chief of State Student Admission Commission (SSAC), member of Education Commission under the President of Azerbaijani Republic stated that preparation of draft bill on Education is at the competence of MM Standing Commission on Science and Education.
â€œEducation Commission under the President can give recommendations to it. Regulations of Commission also cover it,â€ she said. MP Jamil Hasanli, member of Education Commission under the President added that draft bill on Education was discussed in the first reading of Parliament and it is being prepared for the second reading.
â€œBroad discussions were conducted in media. There is no need for reprepering draft bill. If there are comparative factors in draft bill, Education Commission under the President will discuss these factors,â€ he said. Rector of Khazar University, member of Education Commission under the President Hamlet Isakhanli criticized measures taken in MM on this issue.
â€œThe situation on adoption of law was brought to such situation that draft bill should be adopted by coordination, not voting. Interests clashed and there is not a common division. Draft bill should be prepared by specialists, not by MPs. Several parts of draft bill should be reconsidered in Education Commission under the President,â€ he said. MP Siyavush Novruzov, Deputy Executive of YAP proposed that the document should be entered Parliament with signature of President.
â€œIf the draft law is not sent to Parliament with signature of President, separate structures will interfere in it. The draft bill will be in favor of rectors and persons have an experience in this field, not society,â€ he said.
