"The main essence of the proposed law is to protect children from harmful influences on social networks," said Elmir Valizada, Sector Head of the Department for Work with Non-Governmental Organizations and Communication of the Presidential Administration, said during a public discussion of a draft law proposing amendments to the Code of Administrative Offenses, the Law "On Information, Informatization and Protection of Information," and the Law "On Protection of Children from Harmful Information."
He stated that these amendments are of significant importance for society:
"The protection of children from harmful information and influences is a serious issue. Social networks are a reality of our time. It is regrettable that children join these platforms at an early age and are exposed to various harmful influences before reaching adulthood. There may also be cases on social networks that encourage behavior contrary to child protection laws. It is precisely to prevent such cases that this law is being proposed."
Elmir Valizada emphasized that the vast majority of children over the age of 13 use one or more social networks:
"The primary goal of social platforms is to keep users on the platform for longer periods, which creates a source of revenue for companies. It is reported that children spend on average more than 2–4 hours a day on social networks. As a result of external influences, this may lead them to display undesirable behavior toward their peers and parents. It is also noted that girls are more exposed to these influences."
He also stressed that efforts in this direction are being carried out continuously in the country.
