Azerbaijan makes changes to rules for supplying domestic consumers with gas, water and electricity
Under the changes, gas supply should be cut off solely on an individual basis, without violating the rights of other users. The decision to cut off gas supply will remain in force until the aforementioned cases are no longer present.
According to another amendment, the gas supplier should calculate the cost of gas consumption only on the basis of the measurement of the gas meter and submit monthly bills to consumers. After paying the calculated bill, the consumer can not be demanded by the gas supplier to pay any bill unpaid because of miscalculation by the fault of the gas supplier. If the consumer is a natural person, provision, installation and replacement of meters shall be made at the expense of the gas supplier.
In addition, the purchase and sale of gas between the gas supplier and consumers should be based on an agreement. The form of agreement, the price, terms of connection and disconnection, the quality of gas (the reliability of pressure and supply), payment terms and other matters should be governed by rules of use of gas.
According to the changes and additions made to the rules on the use of electricity, provision, installation and replacement of electricity meters for natural persons shall be carried out at the expense of the company for providing electricity services.
Electricity supplier should fully calculate the cost of electricity supplied to consumers on the basis of the electricity meter and submit monthly bill to consumers. After full payment of the electricity bill, the consumer can not be demanded by the electricity supplier to pay any bill unpaid because of miscalculation by the fault of the electricity supplier.
Under the changes, the consumer (except household consumers) must make a payment for electricity within 1 month (previously - 5 banking days) after the receipt of bill.
According to another change, the electricity supplier may cut off electricity supply to the consumer only if there is the presence of a written request, maintenance work, emergency, accident, electric equipment incompliancy with the government-set standards, unpaid bills within one month from the date of submission of used electricity bill, no agreement with the supplier or judicial decision. Supply cut-off can only be made individually without violating the rights of other consumers.
