Khalilov was convoyed to Baku by the officers of the Criminal Investigation Department of the Ministry of Internal Affairs and Police Office of Sumgayit City.
Khalilov was arrested in Belgorod, Russia. He was declared wanted for abandonment of post in the army earlier. Then investigators identified that he committed series of grave crimes.
He killed exchange employee Vugar Balayev and injured his father Ismayil Balayev in Sumgayit on Februray 20, 2010. He also killed a soldier and police officers in Haji Zeynalabidin Tagiyev settlement. He is also accused in series of grave crimes, including assaulting and robbing the currency exchange stations.
He left Azerbaijan with false documents and was in hiding in Belgorod.
Vugar Balayev killed by him was a relative of the member of the parliament Igbal Agazadeh.
