Act of amnesty may not be related to any event or date. Serious statistic investigations must be conducted before the adoption of such decisionâ€, Chairman of the Parliamentâ€™s Committee for Legal Policy and State-building Ali Huseynli told journalsist, APA reports. He said that traditionally, initiative connected with amnesty is given by the head of state and such offers may be in future as well. â€œOmbudsman proposed an offer to announce an amnesty. But draft law on amnesty may be given only by those persons who have legislative initiative. The Parliament receives many such offers. But these offers do not have legal power. There is not legislation related to amnesty in Azerbaijan. But there is an institute and practice connected with itâ€.
