Ramiz Rzayev: National courts must protect the rights of their citizens so perfectly that the number of the suits filed to the European Court reduces

We marked the 10th anniversary of our membership. At the same time we are under the jurisdiction of the European Court of Human Rights. The courtâ€™s experience is very important for us, because we joined the European Convention on Human Rights. We are profoundly studying the case law of the European Court of Human Rights. Azerbaijanâ€™s President issued an executive order in connection with it. Our courts have been recommended to study and apply the precedents,â€ chairman of Azerbaijanâ€™s Supreme Court Ramiz Rzayev told journalists in Strasbourg, APAâ€™s Europe bureau reports.
Ramiz Rzayev said a number of activities had been carried out in this sphere.
â€œFor more than six years seminars have been held at the Supreme Court every Tuesday. We are having close contacts with the judges of the European Court, we invite them to Baku to organize conferences and exchange views on the issues interesting for us. Such a conference had been held before the parliamentary elections in Azerbaijan. We are going to establish contacts this year, too. This is very important for us,â€ he said.

Speaking about the event held at the European Court on the opening of the judicial year Ramiz Rzayev said the representatives of the member states are attending the event, the theme of the event is the boundaries of the elucidation of the European Convention on Human Rights.

Chairman of the Supreme Court said that the European Convention on Human Rights (ECHR) exceeded all laws in Azerbaijan except the Constitution: â€œThat is why we must learn all these laws and apply them. Because it serves protection of rights of our citizens. There are thousands of cases in the European Court and it is difficult to manage them. National courts of countries must protect the rights of their citizens so perfectly that the number of the suits filed to the European Court reduces. Of course, purpose of all courts including the European Court, domestic courts is to restore the violated rights of citizens. For this purpose we have good ties with the European Courtâ€.

To question on who will represent Azerbaijan in the CoEâ€™s conference on reforms conducted in the European Court to be held in Turkeyâ€™s Izmir city in April, Chairman of the court said that justice ministers of member states had been invited to this conference. He noted that Justice Minister Fikrat Mammadov would represent Azerbaijan in the event.
