Declaration of Baku Energy Summit
“We, the participants of the Energy Summit held in Baku on November 14, 2008, admitting the importance of ensuring global energy security, recognizing the main principles envisaged in the Energy Charter Treaty, taking into account the increasing role of energy and its delivery to the international markets in global political and economic processes, noting that the stability of energy delivery and the security of energy delivery to the world markets as the most important factor of sustainable development is in the interests of the international community, supporting diversification of hydrocarbon resources and the routes of their delivery to consumers basing on the principles of market economy, transparency, free competition and mutual benefits, admitting that the Caspian region is one of the largest centers of exploitation of hydrocarbon resources and transportation of energy to the international markets and is the important element in the system of the Euro-Asian Oil Transport Corridor, appreciating and affirming the importance of the implementation of the Eurasian corridor project for delivery of the Caspian hydrocarbon resources to international markets, declare that:

1. Reaffirm our commitment to the strengthening and expansion of mutually beneficial cooperation among the energy producer countries, transit countries, consumer countries and creation of the necessary enabling environment for regional energy investment projects.
2. Find it important to continue pursuing policies aimed at diversifying the oil and gas supply routes from the Caspian basin to world and European markets.
3. Express our support for projects to create a multi-vector infrastructure for the transport and transit of Azeri natural gas to regional and European markets so as to fully meet the needs of participants.
4. Emphasize, with satisfaction, that energy projects diversifying the sources and routes of transportation of oil and natural gas, linking the vast reserves of the Caspian basin to world and European markets, provide great contribution to the further strengthening of regional cooperation, create more favorable conditions for a competitive environment and for mutual interests of energy producer, consumer and transit countries.
5. Note the positive experience and successful operation of the Baku-Tbilisi-Ceyhan, Baku-Novorossiysk, Baku-Supsa oil pipelines, Baku-Tbilisi-Erzerum and Turkey-Greece gas pipelines which provide efficient delivery of oil and gas to world and European markets.
6. Recognize the importance of the launch of Odessa-Brody oil pipeline in the Euro-Asian Transport Corridor for oil supplies to European markets.
7. Welcome the initiative to establish a Caspian-Black-Baltic Sea Energy Transit Space to bring together the concerned countries to ensure the necessary conditions for reliable and safe transportation of hydrocarbons and note the importance of efforts to continue this work.
8. Express our satisfaction with organizational and practical measures taken within the framework of the decisions reached at Krakow, Vilnius and Kiev Energy Summits, including those on the creation of a new organizational structure of Sarmatia international pipeline company and development of the necessary conditions for the launch of the Odessa-Brody-Plock-Gdansk oil pipeline.
9. Welcome and endorse the ongoing work in the Caspian region to establish a system of transporting Kazakh oil across the Caspian Sea and territory of the Republic of Azerbaijan to European and world markets.
10. Consider to necessary to continue the consideration of additional possibilities to increase economic efficiency and creating the most favorable regime for transportation and transit of oil and gas.
11. Takes note of the results of the meetings of the heads of relevant ministries, agencies, the fuel and energy complexes and oil and gas companies on the eve of the Baku Energy Summit and also agreement reached on strengthening and deepening of sectoral cooperation, development of the production capacities and infrastructure, exchange of scientific and technical information and lessons learned in the field of energy efficiency and saving.
12. Agreed to continue efforts to coordinate actions by the parties in implementing joint projects aimed at strengthening energy security in Europe, especially gas transit projects including the Turkey-Greece-Italy Gas Interconnector (TGI), Nabucco and others routes through Georgia and Turkey and other projects.
13. This Declaration is joined by: the Republic of Azerbaijan, the Republic of Bulgaria, the Republic of Hungary, Hellenic Republic, the Republic of Georgia, the Italian Republic, the Republic of Latvia, the Republic of Lithuania, the Republic of Poland, Romania, the United States of America, the Republic of Turkey, Ukraine, the Swiss Confederation, the Republic of Estonia and the European Commission.
