Khachmaz. Zaur Guliyev – APA. The residents of Khrakhoba village of Khachmaz region are leaving the village for Russia. About 30 families moved to Maharramkand region of Dagestan. Some other families moved to Makhachkala and Derbent cities of Dagestan, local residents told APA’s north bureau correspondent. The village resident Abdulla Abdullayev said the majority of the residents prefer Russian citizenship.
“120 out of 260 people have already left the village for Russia. The majority of them are young. Most of those who remained in the village are old,” he said.

Other resident of the village Veysel Adigozalov told APA that he is going to move to Russia.
“I will sell my house and land plot and leave for Russia,” he said.

Asked whether the residents want to receive Azerbaijani citizenship, the residents said since they are citizens of Russia, always solve their social and other problems in the Dagestan Republic, they want to live there, therefore did not apply to the Azerbaijani officials for citizenship.

Representative of Khachmaz region executive power Abdulla Didarov confirmed the residents’ words. He said Khrakhoba residents did not apply for Azerbaijani citizenship.

Khrakhoba village of Khachmaz region was leased to Maharramkand region of Dagestan in 1954 under the decision of USSR Cabinet of Ministers. In 1984 Azerbaijan SSR Cabinet of Ministers extended the term of lease by 2004.

The problem was solved after long-lasting talks at the meeting of Azerbaijani President Ilham Aliyev and Russian President Dmitry Medvedev in September, 2010. Thus, the belonging of the abovementioned territory to Azerbaijan was officially confirmed. The issue of settlement of problems on citizenship and the legal situation of residents living there were included in the agenda after this decision. According to the coordinated position of Russian and Azerbaijani side, it was decided to settle the established problem basing on Azerbaijani legislation, international law, the respect of territorial integrity of each side, in accordance with friendly character of Russia-Azerbaijan relations. The possible ways of the solution of problem were agreed, the residents would either receive Azerbaijan’s citizenship, legalize their rights of residence, or continue to be citizen of Russia, determine the status allowed by the law and alternatively in accordance with the will of the population sell their houses and leave for Russia.
As an alternative variant the Azerbaijani side proposed the moving of residents according to the State Program on support to individual or voluntary moving of the compatriots.

The officials of both countries repeatedly informed the population on the possible settlement of the problem, the discharge ways from the established situation and organizing and legal aspect on it.

The agreement was reached in the consultations held between Russia and Azerbaijan on cooperating on creating conditions for individual decision making by Khrakhoba and to prevent the interference of foreign destructive forces to this process.

During the meeting of Azerbaijani and Russian officials with residents of Khrakhoba village of Khachmaz region on May 24 this year, the Azerbaijani Migration Service recommended the village residents to legalize their existence in Azerbaijan as foreign citizens during 90 days. This period will end on August 24.
