Moscow. R. Metleboglu – APA. “The United States’ shelving Europe missile shield plan does not mean that it scraps the plan of global missile shield or shows its peacekeeping will. The Americans could not establish the main strike component of this system from technical aspect, because they failed to test a necessary missile launch within the past 15 years. Under these circumstances the US wants to extend and compensate its global missile defense system at the cost of other resources. Military budget cut of the US should also be taken into consideration. They want to compensate it at the cost of additional resources, including resources owned by Russia and Azerbaijan. in this case joint use of Gabala radar will certainly be viewed,” first vice-president of Russian Academy of Geopolitical Problems, retired first-grade captain, former officer of Russian Army Headquarters Konstantin Sivkov told APA’s Moscow correspondent. He said the United States’ accepting Russia’s proposal on joint use of Gabala radar should be regarded as the concession of Russia and Azerbaijan to the US, not as Washington’s concession to Moscow.
“Because Russia and Azerbaijan shared information resources of Gabala darda with the US. It should be realized and formulated. The US has itself formulated what it will demand: the US will demand Russia to reduce the nuclear potential by three times. In this case Russia’s nuclear potential will lose its defending character, the country’s ability to prevent threats from the US and other NATO countries will reduce. As the UK and France have not been included into the reduction plans, the nuclear potential of NATO will exceed Russia’s nuclear potential by three times. Taking into account 6000 nuclear warheads of the US remained after the Strategic Arms Reductions Treaty (START 1) NATO will predominate in this field by ten times,” he said.

The expert considers that the term of the contract (by 2012) signed between Russia and Azerbaijan on Gabala radar should be prolonged.
“Moreover, the radar should be modernized. Gabala radar holds a very important place in Russia’s anti-missile observation structure, keeps the entire Near east and Indian ocean under control. In the atmosphere of global crisis, Russia may install less powerful, but mobile observation systems in its territory. It is difficult to say what decision will passed by 2012. It will depend on the political situation in Russia and global processes,” he said.
