PACE Monitoring Committee fails to appoint new co-rapporteur on Azerbaijan

“Two issues on Azerbaijan have been discussed in today’s meeting of the Monitoring Committee. The first issue was the recommendation of Andres Herkel for the preparation of the report, his questions, we answered his questions. The questions were about the execution of Azerbaijan’s commitments. The second issue was the appointment of new co-rapporteur. You know that Ms. Jivkova did not participate in the parliamentary elections in Bulgaria and as this post is vacant a new co-rapporteur should be appointed. But unfortunately, the Monitoring Committee could not appoint a new co-rapporteur on Azerbaijan and the issue will be considered at the next meeting of the committee in Paris in November,” he said.

Samad Seyidov said there were some reasons why the co-rapporteur had not been appointed.
“The main problem is that the secretariat of the Monitoring Committee could not prepare and submit all the necessary documents, this is not connected with Azerbaijan. Therefore, this issue will be discussed in November. As regards the report, taking into account that the second co-rapporteur has not been appointed and it will take time after the appointment to familiarize with Azerbaijan, the report may be discussed in April session of PACE. This is a long process and I do not believe that the report will be discussed before April,” he said.
