According to the Declaration, Turkic-speaking countries Parliamentary Assembly

-regards the contract signed in Istanbul on November 21, 2008, on establishment of Turkic-speaking countries Parliamentary Assembly, as an important historical event aiming to unite the efforts of the people of these countries before the challenges of the modern world

-underlines that the important role that the parliaments play in the life of their countries is one of the main conditions of the democratic development, notes high-level interparliamentary cooperation of the participating countries, similarity in terms of history, language and culture

-wishes to make contribution to obeying the principles of strengthening political and economic security basing on independence, sovereignty, territorial integrity, inviolability of borders, legal equality, non-use of force, refusal of economic and other methods of pressure, wishes improvement of peoples’ welfare and dynamic development of national economy and states:

Cooperation within the framework of Turkic-speaking countries Parliamentary Assembly is an important means to deepen political, economic and cultural cooperation of our states and bring our peoples closer. The activity of the Parliamentary Assembly is based on usage of commonness in terms of history, language and culture. The assembly will give an impetus to the equal and mutually effective cooperation of our states. The assembly intends to contribute to the development of political dialogue among the states with the help of parliamentary diplomacy, create favorable political conditions for the implementation of various initiatives aiming to protect regional and global security.

The Declaration was signed by speaker of Azerbaijani parliament Ogtay Asadov, speaker of Turkish parliament Mehmet Ali Shahin, speaker of Kazakhstan’s parliament Oral Mukhamedjanov and speaker of Kyrgyzstan’s parliament Aytibay Tagayev.
