CEC decides to extend admission term of Ilgar Mammadov’s documents - <span style="color: red;"> UPDATED

A protocol dated August 22, 2013, was ratified at the meeting.

 

The meeting focused on the documents of two candidates – Ilyas Abbas Ismayilov and Ilgar Eldar Mammadov.

 

CEC secretary Arife Mukhtarova said that Ismayilov’s documents were considered and legal basis was confirmed.

 

Thereupon, the CEC confirmed Ismayilov’s candidacy through the voting. Then, the issue on registration of Ismayilov’s plenipotentiary was viewed and appropriate decision was made in this regard.

 

CEC secretary added that documents of I. Mammadov were also considered during the meeting. It was revealed that it has no legal basis: ‘It was found out that there are violations in some documents. Some theses of legislation have been breached. The documents were resent by express mail on August 19. But the documents were sent to the CEC again on August 23. However, it was revealed that the documents still has shortcomings’.

 

Deputy CEC chairman Natig Mammadov noted that I. Mammadov is at detention. So, the documents must have the seal of detention, not the post. If not, then the letters are considered anonymous.

 

CEC secretary Mikayil Rahimov said that the documents of a person, who want to be a candidate, may be considered by taking his living conditions into account and by accepting the documents as if from August 23.

 

CEC chairman Mezahir Penahov said it is known that I. Mammadov is in exceptional condition: ‘Therefore, we can’t confirm his nomination. Documentation is a technical problem. The detention says it hasn’t sent any documents to the CEC’.

 

CEC member Akif Gurbanov stressed that the documents of I. Mammadov are not anonymous: ‘On August 10, a letter was sent to the detention facility in connection with sending the relevant documents to the CEC, and plenipotentiary resubmitted the notarized documents to the CEC on August 23’.

 

Plenipotentiary asked confirmation of I. Mammadov nomination.

 

N.Mammadov has once more took a stance on the matter and said that all the documents from the detention facility must be approved by the same body: ‘We have set out our good will. We want to create possible conditions for I. Mammadov to participate in the elections. Anyway, there is enough time to settle this issue.’

 

‘There are sufficient grounds for disapproval of I. Mammadov’s nomination. But we do not want to reject him’, Penahov added.

 

The CEC decided to extend the term of admission of documents.
