There are about 35 inspection agencies in Azerbaijan. The aim of the abovementioned bill is to determine the unique rules of inspections in entrepreneurship and prevent illegal interferences of entrepreneurs in their activity during the inspections.
During the inspections the entrepreneurs will be divided into risk groups. The entrepreneurs, who have not violated law for a certain period of time, fall under law risk group. The list of the inspection agencies will be determined and confirmed.
In general the aim is to sharply reduce the number of inspection agencies. According to the world practice, there are two or three inspection agencies in ever country, inspections are divided into two groups – inspection of food products and non-food products.
The list of questions, which must be answered during the inspection, must be placed by each of inspection agencies on website. It will allow entrepreneurs familiarizing with them in advance.
The inspection agencies are prohibited to reiterate the authorities of each other and conduct parallel inspections on the similar subject.
The media coverage of the conducted inspections is prohibited, unless the entrepreneur’s guilt is confirmed, because such a practice damages entrepreneur’s business image.
The draft law provides shorter terms for all inspections – 10 working days for large entrepreneur and 5 days for medium and small.
