Term of Azerbaijani Parliamentâ€™s spring session to be extended

Though the spring session is to end within two weeks, a number of draft bills have not been adopted. The draft laws â€œOn educationâ€, â€œOn science and state scientific-technical policyâ€, â€œOn reproductive health and family planningâ€, â€œOn physical training and sportâ€, â€œOn prevention of domestic violenceâ€, â€œOn voluntary activityâ€, â€œOn disciplinary arrest of servicemenâ€, â€œOn ensuring rights and freedoms of the suspects and defendants held in detention facilitiesâ€ and â€œOn cotton growingâ€ have not been discussed yet. The majority of the above-mentioned draft laws have not been even discussed in the committees of the Parliament.

Moreover, there are several issues the discussion of which requires much time and the adoption of which is necessary. Here includes draft law â€œOn amendments and annexes to the state budget for 2009â€. The document will be distributed among the parliamentarians on May 18.

Confirmation of the Human Rights Commissioner will also be discussed during the spring session. The tenure of the first Human Rights Commissioner of Azerbaijan Elmira Suleymanova will expire in the next few days. The new Human Rights Commissioner is to be confirmed in the spring session of the Parliament. Renaming of Devechi region will also be discussed during the spring session. The Parliamentâ€™s committee for regional issues discussed renaming of Devechi to Shabran a few months ago. The issue was recommended to the plenary meeting of the parliament, but it has not been included into the agenda yet.

The Parliament plans to hold three meetings by the end of the spring session. The meetings will be held on May 22, 26 and 29. At the last meeting of the spring session, in accordance with the international regulations of the Parliament, the term of the session will be extended by the end of June on the application of at least 53 parliamentarians.
