A forum dedicated to COP29, the next Conference of the Parties to the UN Framework Convention on Climate Change, has opened in Moscow, Russian bureau of APA reports.

On the first day of the forum at Moscow State University of International Relations (MGIMO), global climate change issues and biodiversity conservation in the context of climate change were discussed.

The forum participants developed a model of multilateral negotiations on climate issues. Speaking at the forum, Vladimir Salamatov, Director of the Institute of International Trade and Sustainable Development at MGIMO, said that the COP29 conference in Baku is being modeled on the forum: “The UN is an international organization with many platforms where various topics are discussed. At this forum, we are touching on the topic of climate protection. In a few days, we will model the topics that will be discussed in Baku at COP29, where they will discuss how to preserve the climate, how to implement sustainable financing for projects aimed at this. Today, representatives of not only MGIMO, but also various universities have gathered here to discuss the issues on the agenda of the COP29 meeting and express their position. This is a discussion platform. Each participant, on behalf of a specific state, expresses a certain position: how they see the situation, what interests the state pursues in the general agenda and from what position it will act.

Salamatov noted that the result of the discussions at the forum will be a document that will be presented to the Azerbaijani side, which will become the organizer and platform of COP29. "As part of this discussion, we will also submit this document to the Russian Foreign Ministry to express the position formulated by students from different universities."

Russian Foreign Ministry Ambassador-at-Large Sergei Kononuchenko noted in his speech that all parties to the UN Framework Convention on Climate Change - the Paris Agreement - are actively preparing for the meeting in Baku.

"This is the main issue. Of course, the main topic of discussion will be climate financing. There are still disagreements on this issue regarding what the final decision will be. Russia's position is that, in accordance with the Paris Agreement, the financial commitment on this issue, financing climate action, combating climate change should be carried out by traditional donors, developed countries. No other state that is a party to the Paris Agreement has financial commitments on this issue. Western countries, naturally, seek to expand the circle of states that undertake commitments on climate financing.

To this end, they are trying to introduce the terms “greenhouse gas giants” and “economically dynamically developing countries.” Of course, Azerbaijan is also a country with a dynamically developing economy. Russia is in solidarity with Azerbaijan on this issue. Therefore, together we will insist on compliance with the Paris Agreement. We will try to ensure that, following the conference in Baku, the commitments of developed countries on climate financing not only have a dual meaning, but also increase the amount of funds allocated to finance the fight against climate change. Because the funds allocated so far, which amount to 100 billion dollars, are very small. I take this opportunity to wish the Azerbaijani presidency of COP-29 success.

At COP29 in the magnificent capital of Azerbaijan, which I have visited three times over the past year and a half, we will make joint efforts to ensure its successful implementation,” the Russian diplomat emphasized.

Deputy Director of the International Institute of Energy Policy and Diplomacy at MGIMO Igbal Guliyev noted in his speech that an important event is the organization of the initiative of the Azerbaijani youth of the university to simulate the PreCOP Conference of the Parties to the UN Framework Convention on Climate Change, which will be held in Baku

Our university also held events related to the simulation of conferences of the UN, OPEC and other international organizations. Of course, this measure in relation to COP29 is new for us. I think that MGIMO will continue this tradition. I would also like to note that based on the results of this forum, recommendations will be prepared that will be submitted to the COP29 secretariat in Azerbaijan."

The second day of the forum will be devoted to discussing the role of business in the fight against climate change.

The presentation of recommendations and other final documents is planned for November 7. Participants of the forum, which will last three days, will develop skills in diplomacy and public speaking in the format of international negotiations, gain experience in working on real environmental problems facing the world community, learn to draw up analytical documents, recommendations and resolutions based on discussions and consensus, work with professional experts in the field of ecology and sustainable development, receive valuable knowledge and advice.
