Baku hosts seminar on transparency in political party financing

The seminar was attended by CEC Chairman Mazahir Panahov, Head of the Council of Europe Office in Baku Dragana Filipovic and Head of the EU Delegation to Azerbaijan Malena Mard.

 

Addressing the seminar, CEC Chairman Panahov mentioned that there are currently 55 state-registered political parties in the country.

 

He said the CEC is one of the main bodies for interaction with political parties, noting that political parties have made some progress in their activities.

 

“Governments should be established through elections. In this respect, political parties are of vast importance. After gaining independence, Azerbaijan announced that it is part of the western civilization and adjusted its legislation to it. Strife for power is aimed at serving the people, so political parties’ activities should be transparent. Cooperation on financial transparency between the CEC and political parties is also very important,” the CEC chairman added.

 

In her speech, Head of the Council of Europe Office in Baku Dragana Filipovic said that the project which is aimed at achieving transparency in the parties’ activities is being implemented within the framework of the Eastern Partnership program.

 

She noted that the transparency of the financial activities of the parties is reflected in the CoE recommendations.

 

Head of the EU Delegation to Azerbaijan Malena Mard, in her turn, said she appreciates the cooperation between the EU and the Azerbaijani CEC.

 

“This project will allow us to share our best experiences. Political parties are of great importance in the establishment of a modern and democratic state,” Mard said.  

 

She stressed that there are different methods to prevent party financing through corrupt funds.  

 

The EU ambassador pointed out that transparency plays an important role in the formation of common political values, noting that the EU and the CoE cooperate with Azerbaijan in this sphere.

 

Natig Mammadov, deputy chairman of Azerbaijan’s CEC, spoke on the role of reports to ensure transparency in the financial activities of political parties and the solution of this issue in the framework of national legislation.
