Jabbarov noted that it is not planned to abolish state examinations in higher education system: “We are not only going to abolish the state examinations, on the contrary we are studying the possibility of testing the knowledge of students who passed through the training and examination system at universities. For this reason the state examination can be useful. Students should spend their time on study. After graduating, the most important is the knowledge they have acquired and the second is the mark in diploma. Our duty as the Ministry of Education is to estimate lack of difference between diploma marks and real knowledge.”
