"Azerbaijan fully understands its responsibility regarding missing persons," said Carmen Osorno, Program Operations Manager of the International Commission on Missing Persons (ICMP), during the presentation of the "Assessment Report: Accounting for Missing Persons in the Republic of Azerbaijan" by the International Commission on Missing Persons, organized by the State Commission for Prisoners of War, Hostages, and Missing Persons, APA reports.

She stated that the organization she represents is based on an agreement: "We are the only foreign international organization that works specifically on missing persons. The mandate of the Red Cross is broader. The activities of the State Commission in Azerbaijan align perfectly with the work of the ICMP. We have made several recommendations in the report. Nearly 64 countries have already ratified the Convention. At the same time, we believe we can explore Azerbaijan's capabilities in identifying missing persons and, in the future, send our archaeologists and anthropologists here. Strengthening cooperation is crucial. We must also achieve cooperation between Azerbaijan and Armenia. We succeeded in doing this in the Western Balkans."

Carmen Osorno said that they want to reach an agreement on the preparation and implementation of the project plan: “We have finished the assessment report and now we want to help you to carry out the process. At the same time, we want to meet with the families of the missing persons. We also want to organize visits. We also want to take you to the ICMP organizations.”
