“Telephone terrorâ€: versions and causes – STUDY
The bomb hoaxers were 8 – 70 years old. There were pupils, mental patients, man who wanted to check the alertness of the police among them.
The bomb hoax has become an infectious disease, it has already begun in the regions of the country. “Bombs are planted†in Gandja, Sumgayit and Lankaran.
Versions…
The spread of bomb hoaxes make people think that these are deliberate reports.
One of the versions is that bomb hoaxes are connected with the prophylactic exercises conducted by the law enforcement bodies. But this version concerning the “telephone terror†does not seem to be so bright. Lawyer Aslan Ismayilov does not rule out such exercises conducted by law-enforcement bodies, he considers it natural.
“Anonymous calls may be of exercising character. This is even important for the law-enforcement bodies of the country. These exercises show their preparedness,†he said.
Another version is that some groups want to keep the people in constant tension and fear. Former employee of Prosecutor General’s Office, president of Public Union of Assistance to the Protection of Democracy, lawyer Vidadi Iskandarov says that bomb hoaxes keep people in constant fear.
“If a citizen lives in fear, he loses his trust in the state and its policy. I think law-enforcement bodies should take serious measures. The participants of the crime should be held accountable,†he said.
One of the popular versions, particularly in the criticizing media, is that bomb hoaxes are a kind of protest actions. It does not seem real taking into account that the age of the bomb hoaxers vary. It is hard to understand against what an eight-year-old child protests while giving false information to the police by his mother’s phone. President of Azerbaijan Psychiatrists Society, psychologist Nadir Ismayilov’s comment does not allow us ignore this version completely. He says that nervous system problems are increasing.
“People live in a complicated period. Some face economic problems, others violation of their rights. Stressed people try to remove negative energy by extraordinary actions,†he said.
According to another version the aim is to accustom the people and law-enforcement bodies to this kind of reports and commit a real explosion. Vidadi Iskandarov says that these reports may be spread by enemies.
“Terror attack is a crime that shakes the policy of the state,†he said.
“Continuous false reports have bad results. We can give example of terror attacks made in many countries, as well as in Azerbaijan in the 90s. People are psychologically prepared by false reports and then unexpectedly terror attack is made. Therefore, I note once more that this is a delicate issue and it should be approached seriously,†he said.
Aslan Ismayilov says every anonymous call should be regarded as a real threat.
“There are forces that do not like and even hate Azerbaijan. They may want to achieve their goals by accustoming the law-enforcement bodies to it. Some think that the Third World War may begin one day. I think that the Third World War has already begun. Terror attacks are made in a number of countries. Azerbaijan should be prepared for these threats. Security should be ensured in all cities, crowded places of the country,†he said.
Causes
Some of the bomb hoaxers have already been arrested. They showed various reasons. Iskandarov says that these reports are deliberate state crimes.
“The first cause of these negative cases is the lack of knowledge on law. But it does not mean that the man may evade the responsibility if the act was committed undeliberately,†he said.
After the majority of the bomb hoaxers were exposed, the law-enforcement bodies gave official information that that they are mental patients. In this case, court usually passes a decision on treatment of this person in the mental hospital and the person is hospitalized. Nadir Ismayilov does not agree that most of the bomb hoaxers are mental patients. He says these persons have psychic problems, but it is inadmissible to regard them as mental patients.
“These persons are neither completely healthy, nor completely ill-health. These are ill-tempered people. They can not be regarded as mental patients unambiguously,†he said.
Ismayilov says that the arrest of bomb hoaxers is illegal, but they should undergo psychic examination.
What to do?
Evidently everybody wants the prevention of the “telephone terrorâ€, as people feel fear in the public places, they are evacuated, work is suspended, this causes damage to entrepreneurs, people lose confidence.
Iskandarov says that the only way out is to raise awareness of people. He considers that the law-enforcement bodies should not hide these reports.
“These reports should be covered in press and television. The persons, who are unaware of the law, should know that they are responsible for all their actions,†he said.
Aslan Ismayilov also considers that it is necessary to raise awareness at schools and universities.
“The persons giving false information should be introduced to the public, they should feel shame,†he said.
Nadir Ismayilov also shares this opinion.
“Detective films, reports posted on the Internet affect the minds of little ones. That’s why programs should be prepared to raise their awareness,†he said.
So, there are various versions, opinions of experts concerning the bomb hoaxes. But nothing is capable of preventing them. They are spreading like epidemic. Day after day doubts increase that this process is directed by an invisible hand.
