President of the United Arab Emirates (UAE), Sheikh Mohamed bin Zayed Al Nahyan, has sent a condolence letter to President Ilham Aliyev.
The letter reads:
"His Excellency Mr. Ilham Aliyev, President of the Republic of Azerbaijan
Dear Mr. President.
It is with deep sorrow and grief that we have received the news of the crash of the Azerbaijan Airlines passenger plane in the Republic of Kazakhstan, resulting in numerous fatalities and injuries.
In light of this tremendous loss, we extend our heartfelt condolences to you and wish a swift recovery to those injured."
Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister of the United Arab Emirates and Ruler of Dubai, also expressed his condolences to President Ilham Aliyev:

Esteemed Mr. President.
It is with deep sorrow that we have received the news of the crash of the Azerbaijan Airlines passenger plane in Kazakhstan, resulting in numerous fatalities and injuries.

In a separate letter, Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister, Minister of Presidential Affairs of the United Arab Emirates, expressed:

We were deeply saddened by the news of the crash of the Azerbaijan Airlines passenger plane in Kazakhstan, resulting in numerous fatalities and injuries.
