New information has emerged that migrants working in Russia, including Azerbaijani citizens, were forcibly sent to the ongoing war with Ukraine, APA reports.
20 Azerbaijani citizens have recently been involved in the war with Ukraine.
The information states that one of the Azerbaijanis, who went to Russia to work in the construction sector 3-4 years ago, has been working in the construction of various facilities in the Donetsk region, outside the war zone, in recent years.
On December 13, 2025, he wrote to his brother living in Azerbaijan that approximately 250 workers working in the construction were forcibly put on buses and taken to military unit No. 11097 - the 362nd regiment located in the Voronezh region.
They are planned to be sent to Ukraine - to the front line.
In total, about a thousand migrants worked in the construction. Among them were citizens of Azerbaijan, Uzbekistan, Kyrgyzstan and Tajikistan.
The number of workers from Azerbaijan is about 20 people.
The area where they worked was a completely closed zone, and entry and exit were not free. Even when they went to work, they passed through 3-4 military posts.
According to the information, the workers first worked in the construction of residential buildings and facilities. Then they were taken in groups to an unknown destination.
At the first stage, half of the workers were taken, then the rest. However, they did not say where they were taken.
Later, it became clear that they were first taken to Voronezh, and after being held there for 1-2 days, they were all transferred to a military unit in the Rostov region. No one was asked whether they wanted to go to war or not. They did not even sign any documents related to military service.
However, they have already been distributed military uniforms and their military training has begun.
Currently, there are about 20 Azerbaijanis in that group, who are actually hostages and are preparing for war with Ukraine.
The information states that these Azerbaijanis are rarely allowed to have telephone contact with their families.
It is also emphasized that their relatives have already appealed to the Azerbaijani embassy in Russia and other relevant authorities on the issue.
It should be noted that Russia's involvement in the Ukrainian war in various ways is not new information. Moscow sends migrants to the war zone using various means of seduction, deception, intimidation, etc. methods.
In some cases, citizens of certain countries are sent to the front line without any military training or preparation. Reports of Azerbaijani citizens involved in the fighting in the Russia–Ukraine war being killed or going missing are frequently encountered. Russia’s involvement of migrants who have come to the country in search of work or for other purposes in the war against Ukraine does not conform to any norms. By exploiting the difficult situation faced by migrants and sending them directly to their deaths, Russia once again demonstrates that it attaches no importance whatsoever to human rights or migration laws.
