Baku. Victoria Dementyeva – APA. The main problem at most penitentiary facilities in the European countries is the overcrowded prisons, says the Council of Europe Annual Penal Statistics – SPACE. The recent report has been made basing on the results of 2011.
As of January 1, 2011, there are 37,989 prisoners including pretrial detainees in Azerbaijan. But total capacity of penal institutions is 25,953. Consequently, in Azerbaijan, the prison population rate per 100,000 inhabitants is 417 and prison density per 100 places is 79,6.
For comparison in Georgia, prison population rate per 100,000 inhabitants is 541,2 and prison density is 98,1. In Armenia, prison population rate per 100,000 inhabitants is 138,4 and prison density is 102,7.
Compared to previous years, prison population rate in Azerbaijan increased by 1.7%, but 5% growth was recorded in the Czech Republic, Romania, France and the UK.
Moreover, it is reported that 2,208 out of 17,611 prisoners were arrested for murder of attempt or murder, 748 – assault, 207 – rape, 1,059 – robbery, 3,227 – other types of theft, 198 – economic and financial offences, 5,832 – drug offences and 160 – terrorism.
According to the report, a fact of prison break was recorded in Azerbaijan, 2010. The death rate is 20 per 10,000 prisoners. In Azerbaijan, death rate is 75,2 per 10,000 prisoners. Georgia has not submitted the relevant data.
According to the CoE experts, in Azerbaijan average amount spent per day for the detention of one person in 2010 was € 8,79, in Armenia - € 6,81 and in Ukraine - € 3,06.
